While both are infamous for their malapropisms, it worthing noting that Dan Quayle obtained a C average from DePauw university while George W has a bachelor's from Yale and a master's from Havard.

Simply because one cannot speak well does not mean they are not intelligent. Similiar to how just because one can't spell well doesn't mean they are stupid either. (Think famous Slashdot editor, who trolls aside, a lot of people have a lot of respect for. Myself included.)
