Well, if you know the signs it might just still be a shimmer of hope yet if you together with peers of similar opinion start acting instead of sitting idly by. Changes stem from acts of courage and convicion by a few.

The unwashed masses (a.k.a. the herd of sheep) only require the leadership of about 5% of the population going against the grain to enact a major change. This is how America came to be. Gaining one in twenty for a just cause, being vested with both the courage and conviction is not impossible but neither will it be without effort.

Why of course the people don't want war... That is understood. But after all it is the leaders of a country who determine the policy, and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship.

Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in every country.
