Mmm, I think I've found the nearest to what I want: a restored 1969 Royal Enfield Diesel.
Bad points:
* Tis really slow (a cruising speed of about 40 mph; eak)
* Not cheap (£2500 for the base model, £2800 for the faster one)
Good points:
* Looks very much how I want (I like the 1960s bike-look, over the plastic speedy look, however I'm guess this will have some big negatives, like protection from the elements)
* If I run it on bio diesel should be CC-except, need to double check
* Should be tax except
* Economical

I've seen a few sites with elecy bikes, normally with the "not available yet", or shltty looking :( And one combine (not available yet)
