Square Enix Sells All of Its Western Game Studios, Games To Embracer (arstechnica.com) 10

Hmmmmmm shares a report from Ars Technica: On Monday, Japanese game publisher Square Enix confirmed that it was selling all three of its Western video game studios, along with many significant game series and intellectual property attached to those studios, to the European game publisher Embracer. The sale includes game studios Crystal Dynamics, Eidos Montreal, and Square Enix Montreal. All three had previously been wholly owned by Square Enix, and Embracer will acquire their entire staffs, combined at roughly 1,100 people, along with popular IP such as Tomb Raider, Deus Ex, and Legacy of Kain, and a game-publishing catalog of "over 50 games," for $300 million.

Not all of the deal's IP has been confirmed thus far, however, and an announcement from Square Enix indicates that its Western operations "will continue to publish franchises such as Just Cause, Outriders, and Life Is Strange." This suggests that Square Enix will retain some of its Western-specific IP and that its future collaborations with Western game makers will come via publishing deals with outside developers.
The report notes that Embracer "will likely also claim the rights to Tomb Raider's legacy as a Hollywood film series."

They also confirmed that "development has already begun on 'the next mainline Tomb Raider game,' complete with 'next-generation storytelling and gameplay experiences,' while several other 'AAA' projects were teased as being in development by the combined studios." Furthermore, Eidos Montreal confirmed that its next major game would be set in the world of Deus Ex.

The First US City Government to Mine Bitcoin? Fort Worth, Texas (cnbc.com) 62

"Fort Worth, Texas, is now the first city government in the United States to mine bitcoin," reports CNBC.

"[A]nd in an almost poetic devotion to the initiative, Mayor Mattie Parker oversaw the construction of a small mining farm in City Hall." Three Bitmain Antminer S9 mining rigs will run 24 hours a day, seven days a week, in the climate-controlled information technology wing of Fort Worth City Hall. The city says the miners will be hosted on a private network to minimize the security risk....

Each of the program's three machines will consume the same amount of energy as a household vacuum cleaner, according to city estimates. While the mayor doesn't expect the three miners to be major money makers, the cost of electricity needed for the program is expected to be offset by the value of bitcoin mined.... To make it happen, the city has teamed up with a few key partners, including the Texas Blockchain Council, which donated the three mining rigs (each valued at roughly $600 apiece), and Luxor Technologies, a mining pool, which lets a single miner combine its hashing power with thousands of other miners all over the world to increase their chances of earning bitcoin....

After six months, Fort Worth will re-assess and decide whether to sink real cash into building out a mine .

Luxor's VP of business development argues that Fort Worth's move "is setting an example and effectively de-risking both bitcoin mining and bitcoin treasury strategies for every other mayor in the country."

Documentary Explores How Big Oil Stalled Climate Action for Decades (theguardian.com) 170

Slashdot reader XXongo brings word of a new three-part documentary — streaming free now — that tries to understand America's early inaction on climate change. Looking back over the last few decades, The Power of Big Oil explores how the fuel industry "successfully set up a campaign to discredit climate science and targetting individual politicians to vote against measures to curb climate change."

The Guardian notes that the series includes an interview with a U.S. senator who they say "blames the oil industry for malignly claiming the science of climate change was not proved when companies such as Exxon and Shell already knew otherwise from their own research."

As far back as 25 years ago, the senator says, "they had evidence in their own institutions that countered what they were saying publicly. I mean — they lied." The documentary's makers have dug out a parade of former oil company scientists, lobbyists and public relations strategists who lay bare how the US's biggest petroleum firm, Exxon, and then the broader petroleum industry, moved from attempting to understand the causes of a global heating to a concerted campaign to hide the making of an environmental catastrophe. Over three episodes — called Denial, Doubt, Delay — the series charts corporate manipulation of science, public opinion and politicians that mirrors conduct by other industries, from big tobacco to the pharmaceutical companies responsible for America's opioid epidemic.

Some of those interviewed shamefacedly admit their part in the decades-long campaign to hide the evidence of climate change, discredit scientists and delay action that threatened big oil's profits.

Others almost boast about how easy it was to dupe the American public and politicians, with consequences not just for the US but every country on the planet.

In one video clip an aide to a climate-conscious senator remembers that "You had reams of material coming out of the government. They were at the National Oceanic and Atmospheric Administration, at NASA — this expanding network of people, working on this day in and day out, saying that this was a legitimate issue, and that we needed to do something about it. And on the other hand, you had two or three guys who went around to conferences and said, 'Oh, I'm not sure. Oh, maybe there's clouds....' It quickly became apparent that these were private interests who had a stake in the status quo." He refers to it as "emerging industry of nay-sayers."

There's also a discouraged assessment from climate activist looking back over a lack of progress in the early decades. "You want to make an assumption that it's a meritocracy — a good argument will prevail, and it will displace a bad argument. But, what the geniuses at the PR firms who work for these big fossil-fuel companies know is that truth has nothing to do with who wins the argument. If you say something enough times, people will begin to believe it."

Dell Defends Its Controversial New Laptop Memory (pcworld.com) 100

After Dell's new Compression Attached Memory Module (CAMM) leaked out last week, several tech sites led many to believe that the company was taking a path to "lock out users upgrades." However, according to PCWorld citing both the person who designed and patented the CAMM standard, as well as the product manager of the first Dell Precision laptop to feature it, "the intent of the new memory module standard is to head-off looming bandwidth ceilings in the current SO-DIMM designs." They claim that CAMM could increase performance, improve reliability, aid user upgrades, and eventually lower costs too. From the report: Most of the internet hot takes last week, however, reacted to CAMM being proprietary, which is typically viewed as a method to lock people into buying upgrades only from one company. Dell officials, however, insist that's not the case at all. "One of the tenants of the PC industry is standards," said Dell's Tom Schnell, the Senior Distinguished Engineer who designed much of it. "We believe in that; we put standards into our products. We're not keeping it to ourselves, we hope it becomes the next industry standard."

Schnell said that Dell isn't making the modules and has worked with memory companies as well as Intel on this. In the future, a person with a CAMM-equipped laptop will be able to buy RAM from any third party and install it in the laptop. Yes, initially, Dell will likely be the only place to get CAMM upgrades, but that should change as the standard scales up and is adopted by other PC makers. The new memory modules are also built using commodity DRAMs just like conventional SO-DIMMs.

In fact, Dell points out, it's not even "proprietary" on its own laptops. The first Precision workstations that come with CAMM will also eventually be offered with conventional SO-DIMMs using an interposer. Mano Gialusis, product manager for Precision workstations, said the interposer option goes into the same CAMM mount, too. With CAMM now a reality, Dell's next step is to get it in front of JEDEC, the memory standards organization, to make it available to others, he said. Why not create a standard from scratch? Schnell said its far easier to get a standard minted once it's proven to work rather than trying to simply create something anew every time.
The report goes on to say that Dell does hold patents on the CAMM design "and there will be royalties," but "no standard can go forward through JEDEC unless the licensing is not anti-competitive, is reasonably priced, and cannot discriminate against a company."

How US Billionaires Can Avoid Paying Income Taxes (propublica.org) 229

On April 15th Americans filed their taxes with the Internal Revenue Service (or IRS). But on the same day ProPublica was reporting a difference between "the rich and the rest of us" — that their wealth just isn't easily defined: For one, wages make up only a small part of their earnings. And they have broad latitude in how they account for their businesses and investments. Their incomes aren't defined by a tax form. Instead, they represent the triumph of careful planning by skilled professionals who strive to deliver the most-advantageous-yet-still-plausible answers to their clients. For them, a tax return is an opening bid to the IRS. It's a kind of theory....

We counted at least 16 other billionaires (along with hundreds of other ultrawealthy people, including hedge fund managers and former CEOs) among the stimulus check recipients. This is just how our system works. It's why, in 2011, Jeff Bezos, then worth $18 billion, qualified for $4,000 in refundable child tax credits. (Bezos didn't respond to our questions.) A recent study by the Brookings Institution set out with a simple aim: to compare what owners of privately held businesses say they earn with the income that appears on the owners' tax returns. The findings were stark: "More than half of economic income generated by closely held businesses does not appear on tax returns and that ratio has declined significantly over the past 25 years."

That doesn't mean business owners are illegally hiding income from the IRS, though it's certainly a possible contributor. There are plenty of ways to make income vanish legally. Tax perks like depreciation allow owners to create tax losses even as they expand their businesses... "Losses" from one business can also be used to wipe out income from another. Sometimes spilling red ink can be lots of fun: For billionaires, owning sports teams and thoroughbred racehorses are exciting loss-makers. Congress larded the tax code with these sorts of provisions on the logic that what's good for businesses is good for the economy. Often, the evidence for this broader effect is thin or nonexistent, but you can be sure all this is great for business owners. The Brookings study found that households worth $10 million or more benefited the most from being able to make income disappear....

In the tax system we have, billionaires who'd really rather not pay income taxes can usually find a way not to. They can bank their accumulating gains tax-free and deploy tax losses to wipe out whatever taxable income they might have. They can even look forward to a few thousand dollars here and there from the government to help them raise their kids or get through a national emergency.

This system also means it's much harder to catch underreported income on the tax returns of the wealthy, the article points out. And with so many legal deductions, it's also hard to prove the low incomes really exceed what the law allows. Even then, the wealthy can still hire an army of the best tax lawyers to make their case in court.

And now thousands of auditors have left the agency — and have not been replaced. The end result? "Audits of the wealthy have plummeted.

"Business owners have still more reason to be bold...."

Spyware and Pegasus: How Democracies Spy on Their Citizens (newyorker.com) 55

Writing for the New Yorker, Ronan Farrow reports on Pegasus, "a spyware technology designed by NSO Group, an Israeli firm, which can extract the contents of a phone, giving access to its texts and photographs, or activate its camera and microphone to provide real-time surveillance — exposing, say, confidential meetings." Pegasus is useful for law enforcement seeking criminals, or for authoritarians looking to quash dissent.... In Catalonia, more than sixty phones — owned by Catalan politicians, lawyers, and activists in Spain and across Europe — have been targeted using Pegasus. This is the largest forensically documented cluster of such attacks and infections on record. Among the victims are three members of the European Parliament... Catalan politicians believe that the likely perpetrators of the hacking campaign are Spanish officials, and the Citizen Lab's analysis suggests that the Spanish government has used Pegasus....

In recent years, investigations by the Citizen Lab and Amnesty International have revealed the presence of Pegasus on the phones of politicians, activists, and dissidents under repressive regimes. An analysis by Forensic Architecture, a research group at the University of London, has linked Pegasus to three hundred acts of physical violence. It has been used to target members of Rwanda's opposition party and journalists exposing corruption in El Salvador. In Mexico, it appeared on the phones of several people close to the reporter Javier Valdez Cárdenas, who was murdered after investigating drug cartels. Around the time that Prince Mohammed bin Salman of Saudi Arabia approved the murder of the journalist Jamal Khashoggi, a longtime critic, Pegasus was allegedly used to monitor phones belonging to Khashoggi's associates, possibly facilitating the killing, in 2018. (Bin Salman has denied involvement, and NSO said, in a statement, "Our technology was not associated in any way with the heinous murder.") Further reporting through a collaboration of news outlets known as the Pegasus Project has reinforced the links between NSO Group and anti-democratic states.

But there is evidence that Pegasus is being used in at least forty-five countries, and it and similar tools have been purchased by law-enforcement agencies in the United States and across Europe. Cristin Flynn Goodwin, a Microsoft executive who has led the company's efforts to fight spyware, told me, "The big, dirty secret is that governments are buying this stuff — not just authoritarian governments but all types of governments...." "Almost all governments in Europe are using our tools," Shalev Hulio, NSO Group's C.E.O., told me. A former senior Israeli intelligence official added, "NSO has a monopoly in Europe." German, Polish, and Hungarian authorities have admitted to using Pegasus. Belgian law enforcement uses it, too, though it won't admit it.

Calling the spyware industry "largely unregulated and increasingly controversial," the article notes how it's now impacting major western democracies. "The Citizen Lab's researchers concluded that, on July 26 and 27, 2020, Pegasus was used to infect a device connected to the network at 10 Downing Street, the office of Boris Johnson, the Prime Minister of the United Kingdom.... The United States has been both a consumer and a victim of this techÂnology. Although the National Security Agency and the C.I.A. have their own surveillance technology, other government offices, including in the military and in the Department of Justice, have bought spyware from private companies, according to people involved in those transactions."

But are the company's fortunes faltering? The company has been valued at more than a billion dollars. But now it is contending with debt, battling an array of corporate backers, and, according to industry observers, faltering in its long-standing efforts to sell its products to U.S. law enforcement, in part through an American branch, Westbridge Technologies. It also faces numerous lawsuits in many countries, brought by Meta (formerly Facebook), by Apple, and by individuals who have been hacked by NSO....

In November, the [U.S.] Commerce Department added NSO Group, along with several other spyware makers, to a list of entities blocked from purchasing technology from American companies without a license. I was with Hulio in New York the next day. NSO could no longer legally buy Windows operating systems, iPhones, Amazon cloud servers — the kinds of products it uses to run its business and build its spyware.

Some Chip-Starved Manufacturers Are Scavenging Silicon From Washing Machines (scmp.com) 175

A major industrial conglomerate has resorted to buying washing machines and tearing out the semiconductors inside for use in its own chip modules, according to the CEO of a company central to the chipmaking supply chain. From a report: ASML's Chief Executive Officer Peter Wennink remarked on the situation, without naming the conglomerate, during his company's earnings call Wednesday. The beleaguered firm relayed its struggle to him only the prior week, he said, signalling that chip shortages are going to persist for the foreseeable future, at least for some sectors. "The demand we are currently seeing comes from so many places in the industry," Wennink said, pointing to the wider adoption of Internet of Things (IoT) applications. "It's so widespread. We have significantly underestimated the width of the demand. That, I don't think, is going to go away." Even major chip equipment makers including US-based Lam Research are struggling to get enough components to fulfil orders, potentially making it more difficult for semiconductor fabs to significantly increase their capacity in the near term.

Leaked Game Boy Emulators For Switch Were Made By Nintendo, Experts Suggest (arstechnica.com) 9

An anonymous reader quotes a report from Ars Technica: In most cases, the release of yet another classic console emulator for the Switch wouldn't be all that noteworthy. But experts tell Ars that a pair of Game Boy and Game Boy Advance emulators for the Switch that leaked online Monday show signs of being official products of Nintendo's European Research & Development division (NERD). That has some industry watchers hopeful that Nintendo may be planning official support for some emulated classic portable games through the Nintendo Switch Online subscription service in the future. The two leaked emulators -- codenamed Hiroko for Game Boy and Sloop for Game Boy Advance -- first hit the Internet as fully compiled NSP files and encrypted NCA files linked from a 4chan thread posted to the Pokemon board Monday afternoon. Later in that thread, the original poster suggested that these emulators "are official in-house development versions of Game Boy Color/Advance emulators for Nintendo Switch Online, which have not been announced or released."

In short order, dataminers examining the package found a .git folder in the ROM. That folder includes commit logs that reference supposed development work circa August 2020 from a NERD employee and, strangely enough, a developer at Panasonic Vietnam. NERD's history includes work on the software for the NES Classic and SNES Classic, as well as the GameCube emulation technology in last year's Super Mario All-Stars, so the division's supposed involvement wouldn't be out of the ordinary. Footage from the leaked Game Boy Advance emulator also includes a "(c) Nintendo" and "(c) 2019 -- 2020 Nintendo" at various points. While suggestive, none of this is exactly hard evidence of Nintendo's involvement in making these emulators. Some skepticism might be warranted, too, because there is some historical precedent for an emulator developer trying to get more attention by pretending their homebrew product is a "leaked" official Nintendo release.

Some observers also pointed to other reasons to doubt that these leaks were an "official" Nintendo work product. ModernVintageGamer and others noted that the leaked GBA emulator includes an "export state to Flashcart" option designed "to confirm original behavior" on "original hardware," according to the GUI. That option is illustrated with a picture of an EZFlash third-party flash cartridge in the emulator interface, an odd choice given Nintendo's previous litigious attacks on such flashcart makers. A "savedata memory" option in the emulator also references the ability to "inter-operate with flashcarts, other emulators, [and] fan websites..." That's a list that would serve as a decent Johnny Carson "Carnac the Magnificent" setup for "things Nintendo wouldn't want to reference in an official product."
A prominent video game historian that Ars consulted with said they were "99.9% sure [the emulators are] real" and that "personally I'm absolutely convinced of its legitimacy."

Washington Debates Cryptocurrency Rules, With Sights Set on Stablecoins (wsj.com) 29

As Washington attempts to get its arms around the rapidly growing cryptocurrency industry, policy makers in the Biden administration and on Capitol Hill have identified stablecoins as an initial target for tighter regulation. From a report: Often billed as one-to-one representations of a currency like the dollar, stablecoins have recently exploded in popularity as investors use them for trading other cryptocurrencies. There are dozens of stablecoins, though a handful pegged to the dollar account for most of the market value, which grew roughly 500% in the 12 months ending in October, according to a report from the Biden administration.

Both Democrats and Republicans want to create new safeguards to help ensure that one stablecoin is quickly redeemable for one dollar, while at the same time warding off broader risk to financial markets. But despite bipartisan agreement about the need for new federal action on stablecoins, policy makers remain at odds about how and when to take it. The Biden administration is asking lawmakers to pass legislation that would treat stablecoin issuers like banks, a step that Republicans and some Democrats oppose in favor of a lighter statutory touch. Other Democrats are skeptical of compromising with Republicans on the issue at all, instead pushing the Biden administration to take more aggressive steps itself. How -- and if -- Congress resolves the debate over the roughly $185 billion stablecoin market is an early test of whether Washington will ultimately write new laws or wield existing frameworks to regulate the broader $2 trillion cryptocurrency industry.

EU Clears First Autonomous X-Ray-Analyzing AI (theverge.com) 21

An artificial intelligence tool that reads chest X-rays without oversight from a radiologist got regulatory clearance in the European Union last week -- a first for a fully autonomous medical imaging AI, the company, called Oxipit, said in a statement. The Verge reports: The tool, called ChestLink, scans chest X-rays and automatically sends patient reports on those that it sees as totally healthy, with no abnormalities. Any images that the tool flags as having a potential problem are sent to a radiologist for review. Most X-rays in primary care don't have any problems, so automating the process for those scans could cut down on radiologists' workloads, the Oxipit said in informational materials.

The tech now has a CE mark certification in the EU, which signals that a device meets safety standards. The certification is similar to Food and Drug Administration (FDA) clearance in the United States, but they have slightly different metrics: a CE mark is less difficult to obtain, is quicker, and doesn't require as much evaluation as an FDA clearance. The FDA looks to see if a device is safe and effective and tends to ask for more information from device makers. Oxipit spokesperson Mantas Miksys told The Verge that the company plans to file with the FDA as well.

Oxipit said in a statement that ChestLink made zero "clinically relevant" errors during pilot programs at multiple locations. When it is introduced into a new setting, the company said there should first be an audit of existing imaging programs. Then, the tool should be used under supervision for a period of time before it starts working autonomously. The company said in a statement that it expects the first healthcare organizations to be using the autonomous tool by 2023.

Google Found To Unfairly Block Rival Payments on India Store (bloomberg.com) 6

Google's billing system for app developers is "unfair and discriminatory," India's antitrust regulator said in the initial findings of an extensive investigation, paving the way for potential penalties in future. From a report: The Competition Commission of India found Google discriminated against developers in its Play store billing policy, according to documents seen by Bloomberg News. The findings come after a months-long investigation triggered by protests from developers, who've complained the U.S. internet giant charges an unfairly high fee in return for using Android app stores and its proprietary payments service.

Alphabet, Google's parent, and Apple have come under pressure from regulators around the world who accuse the twin mobile giants of forcing developers to use their payment systems, then taking an outsized cut of revenue. In South Korea, Google was forced to provide an alternative billing system after regulatory action. In that market, Google said it was reducing app makers' fees by 4%. "Google is imposing unfair and discriminatory conditions in violation" of regulations, the Indian agency said in its preliminary report dated March 14.

Samsung To Provide Smartphone Parts, Tools, and Repair Guides Starting This Summer (fastcompany.com) 11

Starting this summer, Samsung says it will sell genuine parts and tools to customers needed to repair its Galaxy S20 and Galaxy S21 smartphones, along with its Galaxy Tab S7+ tablet. Fast Company reports: The company, which is partnering with device repair resource iFixit on the initiative, will also provide access to step-by-step repair guides, and it plans to support more devices and repairs over time. The program is similar to one that Apple announced last fall, allowing users to repair the display, battery, and camera on their iPhones. Samsung says it's launching the program to "promote a circular economy and minimize e-waste," though it's just as likely responding to regulatory pressure. Last year, the Federal Trade Commission (FTC) said it would crack down on illegal repair restrictions, and iFixit expects dozens of states to introduce right-to-repair laws this year. [...]

But while phone makers may now feel compelled to supply repair parts and guides to consumers, that doesn't mean the repairs themselves will be any easier. According to iFixit's Galaxy S21 teardown, some repairs involve work that's "unnecessarily sticky and complicated," requiring a heat gun to pry open the display panel and an isopropyl alcohol bath to loosen the "tar pit" around the battery. At least customers brave enough to make those repairs won't have any trouble getting the parts and tools they need.

Senators Question School Surveillance Startups on Data, Civil Rights (bloomberg.com) 38

School surveillance companies are not doing enough to determine whether their products unfairly target minority groups, according to a report released by U.S. Senators Elizabeth Warren and Ed Markey. From a report: Democratic senators sent questions to four of the most prominent companies that make education software monitoring students' online activity. The resulting report about their findings said that parents and schools are not fully informed about the extent and risks associated with the tracking software made by GoGuardian, Gaggle.Net, Bark Technologies and Securly. The report also said that because the products could increase students' contact with law enforcement, the software "may be exacerbating the school-to-prison pipeline."

Online education during the pandemic led to unprecedented levels of digital surveillance of children, as schools rushed to find ways to keep track of students, Bloomberg Businessweek reported in October. Private equity-backed GoGuardian, officially named Liminex, is one of the most popular makers of education surveillance tools. Its software helps teachers and administrators track what students are doing on school-issued devices, and sometimes personal devices when kids are logged into school accounts. The senators' report says none of the companies has assessed whether their algorithms are biased or track whether they over-target students of color or LGBTQ students. Each of the companies told the senators' offices that they do not study the effects of their products on specific populations due to privacy concerns.

Microsoft is finally making it easier to change your default browser in Windows 11. A new update (KB5011563) has started rolling out this week that allows Windows 11 users to change the default browser with a single click. After testing the changes in December, this new one-click method is rolling out to all Windows 11 users. From a report: Originally, Windows 11 shipped without a simple button to switch default browsers that was always available in Windows 10. Instead, Microsoft forced Windows 11 users to change individual file extensions or protocol handlers for HTTP, HTTPS, .HTML, and .HTM, or you had to tick a checkbox that only appeared when you clicked a link from outside a browser. Microsoft defended its decision to make switching defaults harder, but rival browser makers like Mozilla, Brave, and even Google's head of Chrome criticized Microsoft's approach.

The Untold Story of the Creation of GIF At CompuServe In 1987 (fastcompany.com) 43

Back in 1987 Alexander Trevor worked with the GIF format's creator, Steve Wilhite, at CompuServe. 35 years later Fast Company tech editor Harry McCracken (also Slashdot reader harrymcc) located Trevor for the inside story: Wilhite did not come up with the GIF format in order to launch a billion memes. It was 1987, and he was a software engineer at CompuServe, the most important online service until an upstart called America Online took off in the 1990s. And he developed the format in response to a request from CompuServe executive Alexander "Sandy" Trevor. (Trevor's most legendary contribution to CompuServe was not instigating GIF: He also invented the service's CB Simulator — the first consumer chat rooms and one of the earliest manifestation of social networking, period. That one he coded himself as a weekend project in 1980.)

GIF came to be because online services such as CompuServe were getting more graphical, but the computer makers of the time — such as Apple, Commodore, and IBM — all had their own proprietary image types. "We didn't want to have to put up images in 79 different formats," explains Trevor. CompuServe needed one universal graphics format.

Even though the World Wide Web and digital cameras were still in the future, work was already underway on the image format that came to be known as JPEG. But it wasn't optimized for CompuServe's needs: For example, stock charts and weather graphics didn't render crisply. So Trevor asked Wilhite to create an image file type that looked good and downloaded quickly at a time when a 2,400 bits-per-second dial-up modem was considered torrid. Reading a technical journal, Wilhite came across a discussion of an efficient compression technique known as LZW for its creators — Abraham Limpel, Jacob Ziv, and Terry Welch. It turned out to be an ideal foundation for what CompuServe was trying to build, and allowed GIF to pack a lot of image information into as few bytes as possible. (Much later, computing giant Unisys, which gained a patent for LZW, threatened companies that used it with lawsuits, leading to a licensing agreement with CompuServe and the creation of the patent-free PNG image format.)

GIF officially debuted on June 15, 1987. "It met my requirements, and it was extremely useful for CompuServe," says Trevor....

GIF was also versatile, offering the ability to store the multiple pictures that made it handy for creating mini-movies as well as static images. And it spread beyond CompuServe, showing up in Mosaic, the first graphical web browser, and then in Netscape Navigator. The latter browser gave GIFs the ability to run in an infinite loop, a crucial feature that only added to their hypnotic quality. Seeing cartoon hamsters dance for a split second is no big whoop, but watching them shake their booties endlessly was just one of many cultural moments that GIFs have given us.

Cybersecurity Firm Says Chinese Hackers Breached Six US State Agencies (cnn.com) 19

An anonymous reader quotes a report from CNN: A Chinese government-backed hacking group has breached local government agencies in at least six US states in the last 10 months as part of a persistent information-gathering operation, investigators at cybersecurity firm Mandiant said Tuesday. The wide range of state agencies targeted include "health, transportation, labor (including unemployment benefit systems), higher education, agriculture, and court networks and systems," the FBI and US Cybersecurity and Infrastructure Security Agency (CISA) said in a separate, private advisory to state governments obtained by CNN. For agencies in two states, the hackers broke into networks using a critical software flaw that was revealed in December just as the Biden administration was scrambling to respond to the flaw's discovery, according to Mandiant.

The hackers' motives aren't clear, but their victims are "consistent with an espionage operation," the firm said. The list of state agencies affected by the hacking could grow as the investigation continues. CISA on December 10 publicly warned that Log4J -- software used by big tech firms around the world -- had a vulnerability that hackers could easily exploit to gain further access to computer systems. Hundreds of millions of computers around the world ran the vulnerable software, US officials later estimated. For weeks, US officials urged companies to update their software; the White House hosted a meeting in January with tech executives to try to address the root problem of software that is not secure by design. Within hours of the CISA advisory, the Chinese hackers had begun using the Log4J flaw to break into the two US state agencies, according to Mandiant.

Agencies in four other states were hacked via other means. In one state, Mandiant said, the hackers accessed personal data on some Americans, including names, email addresses and mobile phone numbers. Mandiant declined to name the US states or agencies affected. While the hackers' ultimate objectives are unclear, state agencies could provide a wealth of useful information to foreign spies, whether data related to elections or government contracting. Mandiant blamed the hacking campaign on a group that the Justice Department has linked with China's civilian intelligence agency. That hacking group, according to a US indictment unsealed in September 2020, has been linked to attempts to breach hundreds of organizations around the world, from hardware makers to pro-democracy politicians in Hong Kong.

Russia Mulls Legalizing Software Piracy As It's Cut Off From Western Tech (arstechnica.com) 131

With sanctions against Russia starting to bite, the Kremlin is mulling ways to keep businesses and the government running. The latest is a creative twist on state asset seizures, only instead of the government taking over an oil refinery, for example, Russia is considering legalizing software piracy. Ars Technica reports: Russian law already allows for the government to authorize -- "without consent of the patent holder" -- the use of any intellectual property "in case of emergency related to ensuring the defense and security of the state." The government hasn't taken that step yet, but it may soon, according to a report from Russian business newspaper Kommersant, spotted and translated by Kyle Mitchell, an attorney who specializes in technology law. It's yet another sign of a Cyber Curtain that's increasingly separating Russia from the West.

The plan would create "a compulsory licensing mechanism for software, databases, and technology for integrated microcircuits," the Kommersant said. It would only apply to companies from countries that have imposed sanctions. While the article doesn't name names, many large Western firms -- some of which would be likely targets -- have drastically scaled back business in Russia. So far, Microsoft has suspended sales of new products and services in Russia, Apple has stopped selling devices, and Samsung has stopped selling both devices and chips. Presumably, any move by the Kremlin to "seize" IP would exempt Chinese companies, which are reportedly considering how to press their advantage. Smartphone-makers Xiaomi and Honor stand to gain, as do Chinese automakers. Still, any gains aren't guaranteed since doing business in Russia has become riddled with problems, spanning everything from logistics to finance.

It is the dominant American maker of smartphones, a household name to billions and for many makers of high-tech parts their most important customer ever. Just don't ask who it is. WSJ: In Asia, it's surreptitiously referred to as "the fruit company" or sometimes "Fuji," referring to the variety of the specific fruit in question that's cultivated in Japan. Other descriptors include "the three-trillion-dollar company" -- which slightly overstates its market value -- "the honored North American customer" and simply "the big A." In a January securities filing, O-Film Group, a Chinese maker of smartphone camera modules said it estimated a loss of up to $426 million in 2021. One reason was lost business with "a certain customer beyond these borders." Which customer? An O-Film spokesperson didn't respond to the question.

In contrast to Lord Voldemort of the Harry Potter series, the Client Who Must Not Be Named doesn't cast deadly spells or converse with serpents. Its powers, nonetheless, are fearsome. It can award -- or take away -- contracts for electronic parts and services worth hundreds of millions of dollars. That is why suppliers' public presentations and even private conversations hardly ever include the name of the company they're discussing, for fear of offending someone or accidentally revealing competitive information. The reluctance to spell out the remaining four letters beyond "A" is more than just custom. A 2014 court filing related to a former supplier's bankruptcy gave details about its confidentiality agreement with the customer. The supplier, GT Advanced Technologies, promised to pay $50 million for each breach of secrecy, according to the filing. The agreement defined breaches to include not just the usual trade secrets but also the very existence of the relationship.

At an earnings call in June 2020 by chip maker Broadcom, an analyst mentioned, without naming names, that "growth in Q3 from a seasonal perspective" might be lacking. He asked for "some more color around how we should think about the wireless expected recovery into Q4." Broadcom Chief Executive Hock E. Tan immediately knew what was up. He said he understood what the analyst was implying: Broadcom was indeed designing chips for "those big flagship phones" made by "our large North American OEM phone maker." He confirmed the delay in the OEM's products.

New UCIe Chiplet Standard Supported by Intel, AMD and Arm (anandtech.com) 20

A number of industry stalwarts including Intel, AMD, Arm, TSMC, and Samsung on Wednesday introduced a new Universal Chiplet Interconnect Express (UCIe) consortium. AnandTech: Taking significant inspiration from the very successful PCI-Express playbook, with UCIe the involved firms are creating a standard for connecting chiplets, with the goal of having a single set of standards that not only simplify the process for all involved, but lead the way towards full interoperability between chiplets from different manufacturers, allowing chips to mix-and-match chiplets as chip makers see fit. In other words, to make a complete and compatible ecosystem out of chiplets, much like today's ecosystem for PCIe-based expansion cards.

The comparisons to PCIe are apt on multiple levels, and this is perhaps the best way to quickly understand the UCIe group's goals. Not only is the new standard being made available in an open fashion, but the companies involved will be establishing a formal consortium group later this year to administer UCIe and further develop it. Meanwhile from a general technology perspective, the use of chiplets is the latest step in the continual consolidation of integrated circuits, as smaller and smaller transistors have allowed more and more functionality to be brought on-chip. In essence, features that have been on an expansion card or separate chip up until now are starting to make their way on to the chip/SoC itself. So like PCIe moderates how these parts work together as expansion cards, a new standard has become needed to moderate how these parts should work together as chiplets.

US Bets on Faster-Charging Battery in Race To Catch Energy Rivals (wsj.com) 38

The U.S. is far behind its global rivals in the race for energy supremacy in a low-carbon world. To catch up, it is pinning its hopes on companies such as Ion Storage Systems, a next-generation battery company started in a University of Maryland chemistry lab with a $574,275 federal grant. WSJ: At a new factory outside of Washington, D.C., Ion Storage will be among the first companies in the U.S. to produce a new kind of faster-charging, longer-lasting battery. The company's batteries also don't catch fire; combustibility is a problem that has bedeviled the industry's batteries for years. The U.S. government and private investors have poured cash into battery startups hoping to catch up to the Chinese, Japanese and South Korean companies that dominate battery manufacturing. The goal is to leapfrog their rivals with better technology.

There is an urgency for U.S. battery makers to get products to market because big customers such as auto makers are lining up long-term suppliers. If there are no U.S. options, the buyers will go abroad. "This is our last chance to get it right" in the U.S., said Ricky Hanna, Ion Storage's chief executive and the former executive director of battery operations at Apple. [...] The company is one of several startups focusing on solid-state lithium-ion batteries. These batteries differ from most lithium-ion batteries today because the electrolyte that conducts a charge between cathode and anode is solid, rather than a flammable liquid. That allows faster charging, less risk of fire and longer battery life. Ion Storage scientists demonstrate their batteries' durability by cutting them open with scissors or putting them before an open flame.
