Having worked with H1Bs and overseas I have never met people who put in more hours, worked longer hours, were better educated, and more dedicated than workers in the US. Europeans are probably second, then the Chinese I interacted with, and dian the bottom of the barrel. Though the Indian women I met were often pretty sharp.

Anyway, I'm not opposed to killing ICE. Like I said above, We already have immigration enforcement. ICE was created _post_ 9/11. And like the patriot act that freaks me out. I can't help but wonder why we didn't just put more money into existing structures. To be blunt, it makes me wonder if ICE is going to turn into the American Version of the SS.

I said that overprescribing was addressed in the worse possible way, not that it shouldn't have been addressed. There were a few issues that absolutely needed changes: prescribing opiates for minor conditions, criminal pill mills, and not having a tracking system to prevent doctor shopping. It is wrong to refuse to treat pain, to cap dosages, to force people down or off (and then onto suicide or street drugs). You could have addressed the problems without doing by creating those others. Nothing about those problems had to be addressed by forcing people onto street drugs causing an OD spike and leaving people in severe pain to suffer, OD, or kill themselves.
Opiates, especially the common ones, actually have a good therapeutic index (LD50/ED50 (ED=Effective Dose)); like for oxycodone, ED is 5-10mg in an opiate naive patient, it's not lethal until 80-100mg. You have to be deliberately abusing it, taking a lot more than directed usually in combination with contraindicated drugs, to overdose. This is something abusers have to worry about, not pain patients, and abusers are *more* at risk of an overdose when they use street drugs, which they're absolutely going to get.

I have good news and bad news for you.

The offset value we log isn't the actual difference between your clock and the peer clock, and the logged value is seconds, not milliseconds. If you see 0.08 in the log, that means we're *assuming* that you're about 0.08 *seconds* off from that peer.

If you ping a server "thousands of miles away", you'll notice each ping takes a different number of milliseconds. That difference in ping times, or jitter, is pretty much a hard limit on sync accuracy with the NTP protocol. If you get a response from a server thousands of miles away saying "it's exactly midnight", we don't know if that packet was generated 30ms ago or 35ms ago. So that loses 5ms of precision.

Back to your peerlog. The last four fields show the assumed offset, delay, dispersion and jitter (root mean square). Take delay, multiply by 0.25, then add the jitter, and that's roughly the accuracy you can expect. If you're using ntpclient, add the dispersion, as that's the dispersion of the server. If you're using ntpd, your dispersion value is arough estimate of your accuracy - in seconds.

The good news is, your ISP's DNS server and gateway are many milliseconds closer, and ine or both are probably NTP servers. You CAN get much more accurate time, you just need to use servers that are much, much network-closer to you, such as your ISP's DNS or gateway.

The alternative is to set up software hubs in those other countries.

Then watch your cutting-edge company dull and rot, as the 10-minute turnaround time for Q-A turns into one day due to the near-half-day time offset.

(It's especially a scream to watch management try to use Agile techniques across a 12-hour offset and a giant culture gap, too.)

And that's assuming you find exceptionally competent help. (Hint: There ARE really competent engineers in, say, India. But they're pretty much all employed, and paid substantially more than the bulk of the body-shop fodder which are most of what you get now.)

One way to solve the time gap issue is to move the whole operation, including architecture, design, and admin, offshore. But then your IP is over there and NOT over here. If they're not competent you're left with restarting from scratch or an older snapshot when you realize they've blown it (and you're now months or years behind in the race to the window). If they ARE competent, watch for them to quit and start their own company (with your IP, under their IP laws and (non-)enforcement), leaving you in the same position but with a new competitor.

Even with engineers of ordinary competence and the project split across the pond, offshoring can be of negative value: Your designer spends a bunch of time breaking off a chunk to be done overseas, then ends up doing the work himself anyhow, when the module doesn't arrive in time. So the added worker cost both his own pay plus a bunch of the time of the local guy on the critical path without any benefit from his work product.

The invisible hand will get around to swatting the company - perhaps into the dustbin of history. But that takes some time.

According to a new report from The Associated Press, a number of China's government officials and entities have had access to the location data of "new energy vehicles" from many different manufacturers. "More than 200 manufacturers (both national and foreign) transmit the data to 'government-backed monitoring centers,' according to the report, including one called 'The Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center' and another known as the 'National Big Data Alliance of New Energy Vehicles,'" reports The Verge. From the report: Chinese officials told the AP that this data -- which includes the real-time location of cars, plus "dozens of other data points" -- is collected to "improve public safety" and "facilitate industrial development and infrastructure planning." The officials say the data is also used to "prevent fraud" in the government's subsidy program for new energy vehicles, which offers steep discounts on clean cars. The monitoring systems have been in place since the beginning of 2017, according to a report by the International Council on Clean Transportation from last year. Staffers at the data monitoring centers are able to look at a map, click on a car, and see things like make and model, mileage, and battery charge, according to the AP report.
