Unfortunately, from what I can tell, US legal history is mostly a long sequence of lies (found in the text of precedents) told to 'justify' government and/or the legal profession ignoring the Bill of Rights (otherwise known as treating the Bill of Rights like toilet paper).
The occasional exception occurs in cases like this one - but even here you can clearly see how badly entrenched the corruption is.
This should have been an unanimous decision: all the judges should have been in agreement.
Better yet, the issue should never have had to go before the courts, because the police, the justice department, the district attorneys, and so forth have all sworn oaths to uphold the law - and should know better. Those oaths are not supposed to be empty words.
So we're certainly hip deep in something
Contradictions in the law are always a violation of the right to ethical practice of law (a right arising under the 9th Amendment) - and likely other rights. Unfortunately, it's you can't look very long at US law before you find lots of contradictions - and many other indicators of legal ethics problems - which says something about the historical and present integrity of the folks making up the US legal profession
You don't have to be Hamlet to realize there's something badly wrong in this state.
It's not an accident that huge sums of money are spent every year by people and businesses to protect themselves from a legal system that is widely seen as lacking in integrity. Simply from an economics perspective alone, this is a huge problem, since those expenses compound through the economy and function like a substantial hidden regressive tax.
Government violations of the law are nothing new: hence the saying eternal vigilance is the price of liberty. Unfortunately, the long term trends suggest the problem is getting worse: expenditures on direct legal expenses as a fraction of GDP have tripled since 1950. There are numerous economic studies showing serious problems with US law: any decent business school text on Risk Management and Insurance will have references, and you can also find many in The Captured Economy.

Why won’t it?
Because all the hybrid and electric formulas currently in play are essentially either extremely heavily restricted in energy storage, energy harvesting and energy deployment, or they are spec formulas where you are supposed to buy those parts from one or two manufacturers.
There is no open hybrid or electric formulas where heavy development would benefit - not even F1 counts, as its hybrid usage is extremely restricted.
There’s no scope for fielding a wonderful extra capacity battery because you are restricted on amounts of energy you can harvest and deploy, and existing tech manages to exceed those limits in all formulas currently in existence.
You won’t see another new formula removing these restrictions, nor will you see drastic raising of limits in existing formulas, because the FIA is currently on a drive to cut costs for teams across the board - billion dollar research programs are no longer the accepted norm, while more and more spec parts and budget caps are.

Simple deadman's switches get taped, weighted, or whatever other bypass is easily at hand. Periodic signals are hit on demand, without any increase in attentiveness. The former are almost always bypassed quickly by operators, the latter do the bare minimum to prove the driver is not asleep or dead, and no more.
The only way to really make people pay attention is for them to have an accurate understanding of the risks and capabilities of the vehicle. The real true cause of this incident is simply a misalignment between the driver's expectations, and the vehicle's abilities. If the driver thought the vehicle wasn't capable of driving itself, they'd have been paying attention so as not to die in a fiery crash. But they thought the car was self driving (which the fact you need a "safety driver" proves it is not) which led to inattentiveness that no automated system ever designed can really solve.

Not quite. Trump is the best thing China ever hoped for. He's an idiot who is trashing the alliances with Japan and S. Korea. He pulled the U.S. out of the only counterweight to Chinese economic pressure in the Pacific canceling U.S. involvement in the Trans Pacific Partnership all because it was started under Obama. When the U.S. just this week confabbed with Asian allies over Chinese and how the U.S. want them to get close to Washington, they balked. Why would they want to get closer to an unstable genius who will change his mind depending upon the latest phone call from that sawed off little runt from N. Korea?
That's not all, he pissed off S. America and thus made them look more kindly to Chinese "investment". He trashed NATO and the EU giving the Chinese a foothold in Europe. Italy signed onto the One Belt to Bind Them, One Road to Hold Them initiative of the Chinese because there's no hope of working with alleged president.
