The Assembly of Manitoba Chiefs recently resolved to negotiate revenue sharing with Manitoba Telecom Services. Ovide Mercredi of the Grand Rapids First Nations says "When it comes to using airspace, it's like using our water and simply because there's no precedent doesn't mean that it's not the right thing to do." This move may inspire First Nations in other provinces to follow suit."

A government-backed study, funded by the Department for Education and Skills, found that some teachers are reluctant to teach history lessons on the Holocaust for fear of offending Muslim students whose beliefs include Holocaust denial. Additionally, similar problems are being encountered with lessons on the Crusades because these lessons contradict teachings from local mosques."

An anonymous reader writes "Purdue researchers say they have made a major advance in the design of the internal combustion engine, one that could seriously boost fuel efficiency and cut emissions. A key portion involves building intake and exhaust valves that are no longer driven by mechanisms connected to the pistons, a departure from the way car engines have worked since they were commercialized more than a century ago. 'The concept, known as variable valve actuation, would enable significant improvements in conventional gasoline and diesel engines used in cars and trucks and for applications such as generators, he said. The technique also enables the introduction of an advanced method called homogeneous charge compression ignition, or HCCI, which would allow the United States to drastically reduce its dependence on foreign oil and the production of harmful exhaust emissions. The homogeneous charge compression ignition technique would make it possible to improve the efficiency of gasoline engines by 15 percent to 20 percent, making them as efficient as diesel engines while nearly eliminating smog-generating nitrogen oxides, Shaver said.'"

The open source office suite is well known on Linux and Windows, but does not have a native version on Mac OS. For a long time Sun did not want to join the development of that port but now they will actively push it."

Even in a standard user world, he stressed that malware can still read all the user's data; can still hide with user-mode rootkits; and can still control which applications (anti-virus scanners) the user can access. Wired's new logo (did anyone notice?) obeys the law. Unfortunately, Web fonts don't allow custom kerning pairs, so you can't work the same magic online as in print. Could this be why some people still prefer newspapers and magazines to the Web?"

Microsoft has put up their own advisory on the subject, confirming this is a vulnerability that affects Windows 2000, XP, 2003 and Vista. The exploit has already been used in the wild. From the Secunia page: The vulnerability is caused due to an unspecified error in the handling of animated cursors and can e.g. be exploited by tricking a user into visiting a malicious website using Internet Explorer or opening a malicious e-mail message. Successful exploitation allows execution of arbitrary code."

Nuclear power has gained popularity as a carbon-free energy source in recent years, but Dr. Thomas Neff, a research affiliate at MIT's Center for International Studies, warned that fuel scarcity could drive up prices and kill the industry before it gets back on its feet. Passport has pulled together some interesting numbers: there are 440 reactors currently in operation and 82 new plants under construction. The demand for fuel has driven the price of uranium up more than 40% in the last few months — 900% over the last decade. You can follow the spot price for a pound of uranium. "

On Feb. 11, twelve Raptors flying from Hawaii to Japan were forced to turn back when a software glitch crashed all of the F-22s' on-board computers as they crossed the international date line. The delay in arrival in Japan was previously reported, with rumors of problems with the software. CNN television, however, this morning reported that every fighter completely lost all navigation and communications when they crossed the international date line. They reportedly had to turn around and follow their tankers by visual contact back to Hawaii. According to the CNN story, if they had not been with their tankers, or the weather had been bad, this would have been serious. CNN has not put up anything on their website yet." The Peoples Daily of China reported on Feb. 17 that two Raptors had landed on Okinawa.

In three years time, standard light bulbs will no longer be available for sale in the shops in Australia (expect a roaring grey market) and everybody will be forced to switch to more energy efficient Fluorescent bulbs. In this move to try and curb emissions, the incandescent bulb — which converts the majority of used energy to heat rather then light — will be phased out. Environmental groups have given this plan a lukewarm reception. They feel Australia should sign on to the Kyoto protocol first. A similar plan was created together with Phillips, one of the worlds largest lighting manufacturers."
