You know, the kind that like to browse with all their score mods in place. I have modded quite a bit, and I follow the guide lines religiously. Browse at -1 in case someone got wronged, turn off all karma bonuses and minuses, that way I can be fair. Now that I have great karma I get over rated quite often because the mods don't know how to RTFM, and I watch as obviously incorectly modified -1's sit their and rot. Perhaps we could get the powers that be to automagicaly change mods to a raw setting for the duration? I'll consider asking them some day, as for now I'll just post a brain dump.
