on question should be, did the program trigger the IO based on user input? if so, going back to the user would be basically pointless if the user cant continue to do what he was doing until the IO requested have been performed anyways.

now, if the whole os interface freezes because of one IO action from one program, thats a whole different story. Especially if said program was one triggered from a timer, or some other condition, while the user was doing something else entirely.
