Not every country is America though, broadband in India is defined as 512 kbps and higher speed plans (max commonly available is 16mbps) top out at 80-160 GB
I imagine many countries outside of US and Europe have slow and restricted internet, and having full disk based games would be awesome for them
I bought CS:S,CS:GO and Bioshock 2 on disk, all of which required updates 60-70% the original download size of the game... the total amount of bandwidth saved by using the disk instead of downloading from scratch was minimal
