I honestly don't think salaries are out of line. Tech workers should make less than management, they have a smaller scope of responsibility.
Managers having a larger "scope of work" is weasel wording because their work is entirely different and not comparable. That, and Managers are almost *never* held accountable when things go wrong unless it's such a bad fuckup that a scapegoat is needed. If a project doesn't ship on time or bugs end up in production, it's always seen as engineering's or QA's fault, the not the manager.
