No, it's not plausible, this is another example of the US gov't trying to discredit Snowden. Here are some facts:

Based on the limited google search I did, and this article sums nicely, it seems more like Russia was monitoring Snowden as early as 2007 and then this Boris guy made some pretty outlandish claims about the monitoring.

I suspect there is a secondary motive here, the science teacher was also the teachers' union representative and had been dealing with disagreements with administrators over updating the employment agreement. His suspension removed him from those discussion. Source and quote:

No, the first question we should be asking is why regulators are targeting these specific companies and not going after companies that provide 2-3 day training seminars that frequently cost the same amount.

If I have not seen so far it is because I stood in giant's footsteps.
