A DDoS attack on a single website, 4chon.net, hosted on Dreamhost's servers was the cause according to updates and comments on the DH status page. 4chon is now moving hosts (after being refunded their hosting costs) and the attackers have won. Agreed. Not only is low-latency a problem, but not crashing your seed when one million people try to start watching a feed all within a few seconds is probably a problem. Not to mention if you want HD, too!
