Andre Uratsuka Manoel writes "Brazilian Senate Comission of Science and Technology has passed yesterday proposed law 76/2000 that will now go to the last comission before a full vote. The proposed law would criminalize spreading viruses that cause damage (defined broadly so as to include slowing down a system) even if unintentional.
Also, it would criminalize getting unauthorized access to a system or network (defined very broadly), leaking data, getting access to data without authorization and possessing such information. This could possibly be used to criminalize breaking a DRM without a DMCA, and could impede whistleblowers.
This same proposed law drew a lot of flak earlier this year when it still required every user to be registered and identified.
