I think I've come up with a compelling idea to add to the slashdot moderation system, though I'm unsure if anyone has thought of this before or whether the Powers That Be would consider such a modification.
I think moderation should allow a comment to be added along with the moderation as a justification for that moderation. That is, when a troll copies someone else's comment and reiterates it as their own, it may get rightfully marked Troll but other mods and metamods may not know why and second-guess that moderation. Plus, the moderator isn't allowed to post a comment to that topic justifying it due to the exclusion between moderator and poster in a given topic. Mods and meta-mods could view previous moderation comments in support of previous mods, which would allow better communication and make their jobs easier.

2. the goal of moderation is to upvote good stuff, not pile on the bad stuff. Sure, if something is obviously a troll, downvote it. But try to use your votes to bring attention to overlooked nuggets of wisdom/humor.
