Possible OSS Violation in Automated Election Syste->

SnT2k writes "The Philippines will be holding automated elections next year and the bidding for providing such system has been awarded to Smartmatic. In the spirit of transparent, our law requires that provider of such system provide the source code for review by any interested political party or group. However, to date, the said company has yet to comply with the requests. Furthermore, upon deeper inquiry in seems that the voting software doesn't belong to Smartmatic but to Dominion Voting Systems who granted Smartmatic a binary license (not a source-level license). So, actually, they won't divulge the source code (or at least stalling) because they don't have the source code at all! However, upon further inspection, the Smartmatic system runs on uClinux which opens the possibility that the entire system should be licensed under GPL. However, note that Smartmatic is a multinational company who only got a license to Dominion Voting Systems... see the picture here?

So we actually have two questions: How high is the probability that the entire system should be GPL'ed and how would such thing be enforced?

An opinion piece on Gamasutra discusses how, in spite of the fancy new motion control systems that have come to console gaming, the PC's keyboard and mouse setup is still unreplaceable for many titles and genres. Quoting: "With over 100 keys to choose from (back of the box quotation right there), the possibilities are near endless, if you start to think of shift and control functions altering the purpose of keys. It means that, when the developers start to make their game, they don't have to worry about the limitations of the interface, knowing that, if all else fails, they can always assign the compass to K, even if that's a bit of a stretch to all but the pianists. The keyboard is the friend of ambition, and ArmA 2 is the testament to that, in all its surrealist, broken glory. ... It's the same reason RTS games have found a home on the PC for so long, able to use the skills people accumulate moving around windows and clicking on icons to command troops and manipulate their battle lines. Developers taking advantage of what we already know to teach us something we don't is what gaming is all about."

KDevelop4 Beta 3 Released 59

mikesd81 writes "KDE announced on May 30th the third public beta of KDevelop4. Some new features include a new code-writing assistant, a new documentation plugin showing you the API docs for Qt and KDE APIs, a reworked Mercurial plugin, and a rewrite of the classbrowser plugin. Two plugins from the KDevelop source, QMake support and Qt Designer integration, were let go and moved to the KDE Playground area."

They recently announced their intentions to conduct a television advertising campaign to advertise Chrome and its simple design. They also mention the possibility of television advertising for other Google services.


At the same time, we talked to our Google TV Ads team to see how we could show the video that our Japan team developed to a wider audience in a measurable way. Using some of the results from our placement-targeted ads on the Google Content Network, we designed a Google TV Ads campaign which we hope will raise awareness of our browser, and also help us better understand how television can supplement our other online media campaigns.

Console Port of The Witcher On Hold 23

Several sources are reporting that work on The Witcher: Rise of the White Wolf, a console port of the popular PC game, has officially been suspended. CD Projekt, makers of the original game, were working with WideScreen Games on the new version. WideScreen says that CD Projekt missed a significant payment for their role in the development, leading them to stop work on the game. They are emphatic that development won't continue until CD Projekt makes good on the debt, but CD Projekt says, "All payments were done on time according to milestone plan. ... Truth is that payments were later than originally planned but this was solely due to delays in production. The delays were growing in the project due to WSG [continuing] to miss the deadlines." The game's future is uncertain.

Facebook Users Get Lower Grades In College 284

Hugh Pickens writes "According to a survey of college students Facebook users have lower overall grades than non-users. The study by Aryn Karpinski, an education researcher at Ohio State University, found that Facebook user GPAs are in the 3.0 to 3.5 range on average, compared to 3.5 to 4.0 for non-users and that Facebook users also studied anywhere from one to five hours per week, compared to non-users who studied 11 to 15 or more hours per week. Karpinski emphasized that correlation does not equal causation and that the grades association could be caused by something else. 'I'm just saying that there's some kind of relationship there, and there's many third variables that need to be studied.' One hypothesis is that students who spend more time enjoying themselves rather than studying might tend to latch onto the nearest distraction, such as Facebook or that students who use the social networking site might also spend more time on other non-studying activities such as sports or music. 'It may be that if it wasn't for Facebook, some students would still find other ways to avoid studying, and would still get lower grades. But perhaps the lower GPAs could actually be because students are spending too much time socializing online.' As for herself, Karpinski said she doesn't have a Facebook account, although the co-author of the study does. 'For me, I think Facebook is a huge distraction.'"
