No, I believe it should come as a surprise when you've been working with Apple Representatives, had an update approved by their review process, then have it pulled less than a week later.
If apple wants quality apps in their store, they need to act in a predictable manner that businesses can work with.

Agree. Being conducted online, it shows a bias to computer users who are more likely to be gamers. Now go do the same study by having people stand in a strip mall holding clip boards where there is a movie theater nearby.
I wouldn't call it the same idea.
The same idea would be releasing a CD-RW with 1-2 tracks on it, then releasing more tracks over the years as you get around to writing them.
