One annual contender is the Controllable Christmas Lights for Celiac Disease which has three live webcams and X-10 technology that allows web surfers a live view of over 20,000 christmas lights AND the ability to control them — "heck, you can even inflate (or deflate) the giant Elmo, Frosty, Santa, and Homer Simpson — D'OH!" The website is powered by Linux and while the design is vintage 1995 Geocities, it does W3C validate.
