There is a basic error in this idea that because there are roughly equal amounts of "slant" towards various partisan ideological points of view that this somehow adds up to being "neutral". Objectively neutral would be straight to the facts without ideological slant at all, if that's even possible given the nature of the subjects.

This goes to something Orin Kerr calls the "Equilibrium Adjustment" theory of constitutional law. In short, if technological or other changes have altered the balance between government power and civil rights, the Supreme Court could find ways to adjust the balance.

Canon claims 200+ years lifespan for their archival quality paper and ink, but it's going to cost you a bundle.

Archival quality DVD-R or even CD-R is probably a better bet in the long run. Those formats are so pervasive now that they probably won't just up and die for a very long time.

"A decision will be taken to do such-and-such" does not mean the same thing as "we will do such-and-such". It's more like "we will think about considering the possibility of pondering the question of whether we should form a committee to examine the potential for doing such-and-such".
