The proposed tax would be enforced through the use of electronic metering devices installed on all vehicles. The mileage tax is being considered instead of an increase in the gas tax in order to tax hybrids, EVs, and conventional automobiles equally."

'This ordinance prevents restaurants from preying on children's love of toys' to sell high-calorie, unhealthful food, said Supervisor Ken Yeager, who sponsored the measure. 'This ordinance breaks the link between unhealthy food and prizes.' Supervisor Donald Gage, who voted against the measure, said, 'If you can't control a 3-year-old child for a toy, God save you when they get to be teenagers.' The vote was 3 - 2 in favor of the ban."

Lomegor writes "Chinese Foreign Ministry spokeswoman Jiang Yu said on Thursday that all companies are welcome to operate in China but that they must do so under local laws. Although not explicitly, this is in some way a response to Google's threat to leave the country. China also stated that they have strict cyber laws and that they forbid any kind of 'hacking attack'; when asked if those laws apply to the government as well it was quickly avoided. 'It is still hard to say whether Google will quit China or not. Nobody knows,' the official in the State Council Information Office was quoted as saying." I sure would love to be a fly on the wall of these discussions. We certainly live in interesting times.

Most adult filmmakers are moving slowly toward 3D video because of higher production cost, the small number of 3D TVs in the home, and, of course, the glasses. Rob Smith, director of operations at Hustler Video Group says he hopes that market penetration of 3D TVs in the home is high enough that 'by the fourth quarter of this year it will be at the point where we can justify doing a 3D product.' The average adult movie costs around $25,000 to $40,000 to make, and 3D movies cost about 30% more, says Ali Joone, founder of Digital Playground. But Joone thinks the biggest hurdle for 3D isn't so much the cost as the glasses: people don't want to be encumbered by eyewear when viewing a film, says Joone."

'Impressed and alarmed by advances in artificial intelligence, a group of computer scientists is debating whether there should be limits on research that might lead to loss of human control over computer-based systems that carry a growing share of society's workload, from waging war to chatting with customers on the phone. Their concern is that further advances could create profound social disruptions and even have dangerous consequences.' The money quote: 'Something new has taken place in the past five to eight years,' Dr. Horvitz said. 'Technologists are replacing religion, and their ideas are resonating in some ways with the same idea of the Rapture.'"

The virus appears to be on a collision course with the obesity epidemic. WHO officials are gathering statistics to confirm and understand this development. 'It's very likely that if we went back retrospectively and looked at people who did poorly during seasonal flu, what would shake out is that obesity would be one of the risks.' Fat cells secrete chemicals that cause chronic, low-level inflammation that can hamper the body's immune response and narrow the airways, says Tim Armstrong, a doctor working in the WHO's chronic diseases department in Geneva."

Taking into account total flight hours and the rate of meteoric activity with the requisite mass to impact on Earth (approximately 3,000 a day), some quick math suggests there may be one in twenty odds of a plane being brought down in the period from 1989 to 2009. Intriguingly, in the aftermath of TWA flight 800's crash in 1996, the New York Times published a letter by Columbia professors Charles Hailey (physics) and David Helfand (astronomy), in which they stated the odds of a meteor-airplane collision for aviation history up to that point: one in ten."

Some psychiatrists are trying to get excessive bitterness identified as a mental illness named post-traumatic embitterment disorder. Of course this has some people who live perfect little lives, and always get what they want, questioning the new classification. The so called "disorder" is modeled after post-traumatic stress disorder because it too is a response to a trauma that endures. "They feel the world has treated them unfairly. It's one step more complex than anger. They're angry plus helpless," says Dr. Michael Linden, the psychiatrist who put a name to how the world works.

FCC spokesman David Fiske says 'Anything using RF energy — we have the right to inspect it to make sure it is not causing interference.' The FCC claims it derives its warrantless search power from the Communications Act of 1934, though the constitutionality of the claim has gone untested in the courts. 'It is a major stretch beyond case law to assert that authority with respect to a private home, which is at the heart of the Fourth Amendment's protection against unreasonable search and seizure,' says Electronic Frontier Foundation lawyer Lee Tien. 'When it is a private home and when you are talking about an over-powered Wi-Fi antenna — the idea they could just go in is honestly quite bizarre.'"

The Wall Street Journal reports on the motion-capture technology Microsoft is rumored to be working on for the Xbox 360. "Unlike the Wii, the Microsoft camera won't require users to hold any hardware to control on-screen action, the people familiar with the matter said. The camera would sit near the television and capture when players move their hands, legs or head." The Guardian Games Blog points out that we've gotten a look at this technology before, from a company called 3DV, which was reported to be talking with Microsoft earlier this year. Many expect the specifics of this technology to be revealed at E3 early next month.
