The airport security max would peg the detector since 0.25 uSv in 1 minute = 15 uSv/hr. Of course the CRT won't even register. The dental X-ray will certainly peg it. Tokyo, normal airport security scan, and in-flight will fall within its range (all at the upper end).

It doesn't even make sense to them. That's why they are so anxious to spend other people's money instead.
Yes, they might spend 15% more time on the cheap digital entertainment and 15% less time on the tennis court.
Perhaps people of a lower social status feel the need to escape more so than people who have an easier life? If you live in a crappy environment, are you surprised that you want to spend 10 hours a day pretending you're a valiant knight in Skyrim or being swept up in "Adventure Time" where anything can happen?
Other possible answers include that better off families are more likely to do other things that cost more money. Or that better off parents are more likely to have a day off to take the kids out somewhere (possibly somewhere educational, possibly not)..
It might even be that better schools in wealthier neighborhoods have more worthwhile extracurricular activities.
The thing about digital entertainment is that once you have the media, it costs no more money to spend another hour with it.
Market forces are raising those salaries. Employers that didn't get the memo are having a hard time hiring people.
Unless they know what part of what they're watching is/is not RIAA/MPAA material, it won't help them. Some of the 'valuable intellectual property' out there could just as easily be a school kid playing with a/v software on a PC and Dad's camcorder.
Forget about class action. Go with crowd action. Let 100,000 people file in small claims court at the same time. Assuming the courts can handle the load, I'm guessing even MS doesn't have enough lawyers to appear personally in each suit.
They don't allow plaintiffs to pay out coupons in small claims court.
Now we just have to immerse the Indian workers in U.S. pop culture so they can recognize the violations. Then there's trhe training costs. Perhaps they can bootleg a satellite feed or two. All that taken together and you're still spending close to a billion a year.
The more interesting comparison is to the annual value of the 'valueable intellectual property' being protected. According to the RIAA, the annual sales is only 13 billion a year.
It makes no sense to spend $1000 to guard a $100 watch.
