EU Commissioner: I Will End Net Neutrality Waiting Game 58

An anonymous reader sends this excerpt from ZDNet: "Europeans are a step closer to seeing new net neutrality rules put in place, after the release of an EU regulators' report on how often ISPs and operators throttle their services. On Tuesday, digital agenda commissioner Neelie Kroes said the release of the report from by the Body of European Regulators for Electronic Communications (BEREC) means she will make recommendations to the EU on preserving net neutrality, which aims to make sure ISPs do not unfairly restrict customers from accessing the service or application or their choice. 'BEREC has today provided the data I was waiting for (PDF). For most Europeans, their internet access works well most of the time. But these findings show the need for more regulatory certainty and that there are enough problems to warrant strong and targeted action to safeguard consumers,' Kroes said in a statement. 'Given that BEREC's findings highlight a problem of effective consumer choice, I will prepare recommendations to generate more real choices and end the net neutrality waiting game in Europe,' she added."

coondoggie writes "NASA today gently reminded any future Moon explorers that any relics of its Apollo missions or other US lunar artifacts should be off limits and are considered historic sites. NASA issued the reminder in conjunction with the X Prize Foundation and its Google Lunar X Prize competition which will use NASA's Moon sites guidelines as it sifts through the 26 team currently developing systems and spacecraft to land on the Moon."

Russia to establish bases on the Moon->

ananyo writes "Vladimir Popovkin, the head of Roscosmos, the Russian space agency, has said that Russia will pursue extensive, long-lived operations at the Moon’s surface. "We’re not talking about repeating what mankind achieved 40 years ago,” Popovkin said, through a translator at the Global Space Exploration Conference in Washington DC. “We’re talking about establishing permanent bases.”
The heads of the space agencies for Europe, Canada and Russia, along with senior representatives from the space agencies of India and Japan were in Washington DC talking about the benefits of international collaboration. JAXA, the Japanese Space Agency, also issued a clear pronouncement about targeting the Moon."

Fluffeh writes "The EU has accused Google of abusing its dominant position in advertising to benefit its own advertising services at the expense of competitors. In a twist however, rather than initiating formal proceedings, the EU has given Google a chance to settle the whole matter without much fuss. They outlined four changes that Google can make that will put it firmly back in the good graces of the EU. Google has been given "a matter of weeks" to propose remedies to the four issues — which all tie in with how search results are displayed, their format and their portability to other platforms. This matter has come before the EU based on complaints by a few small companies and Microsoft."

schwit1 writes "Revolution,” a new drama from NBC‘s fall lineup, depicts what life would look like in the aftermath of an EMP attack. Producer JJ. Abrams (Iron Man) sets the action in Chicago, 15 years after all electricity on the planet is wiped out. In the teaser, the narrator sets the scene:

        “We used electricity for everything, even to grow food and pump water. But after the blackout nothing worked. Not even car engines or jet turbines. Hell, even batteries. All of it, gone forever. Governments fell; militias and generals and warlords rose up. So, what the hell happened?”"

Texting Drivers Take Eyes Off Road 5s on Avg

An anonymous reader writes "More than 5000 people die each year as a result of being distracted while driving, and a new study indicates that teens and cell phones make for the most volatile combination.

The National Highway Traffic Safety Administration estimates that of all drivers under 20 involved in fatal crashes, 16 percent were distracted — the highest proportion of any age group.

"Shockingly, texting drivers took their eyes off the road for each text an average of 4.6 seconds — which at 55 mph, means they were driving the length of a football field without looking," said David Hosansky,"
