Supposedly, this fact has been embedded all along in their privacy policy, which everyone always reads, right? Info on their site is located here. From the email sent to opted-in users:

"Foxmarks is becoming Xmarks. We're not just changing our name, we're also enhancing our browser add-on and web site with new capabilities.

This email will provide you with some details about what has changed in our new version along with instructions on how to upgrade to Xmarks today.

Since starting Foxmarks, our goal has been to aggregate and analyze the bookmarks we manage to create something never done before: a bookmark-powered web discovery service. Last month you saw our first hint at this new service with the launch of "Suggested Tags". Today, we're proud to tell you about the launch of Xmarks, designed to help you search smarter and uncover the best sites on the web."
