I'm IT for a company that does this for 95% of dev/test/qa systems. It's worked out pretty well. Most servers are spun up and then chef'ed, used, then deleted after tests/whetever are complete. We do keep our code in house. SVN/GIT/ and Jenkins along with server build farms are all in house. The cloud services are expensive, but since IT has automated the deployment process for the cloud hosts, it works out better than keeping enough hardware in house to meed all test/qa needs. Plus less hardware in house equals less admin time which is a plus for us.

If you are running drugs for $10mil a month.... feds/gov bust you, seize all your stuff, and you go to jail. but If you are a bank making $10 Bil a month and defraud the whole world and almost destroy the global economy.... feds/gov slap you with a fine for 10% of 1 years profits.... So crime is ok as long as the government gets it cut.

Probably not since There will be no reduction in competition... Comcast and TW do not compete in very many areas.... thus the consolidation will (for the most part) neither increase or decrease competition. What it will do is give comcast for leverage when making deals with the content providers.
