How will governments break down? what I mean is, what stats will they have in game that will effect the way they work?
I figure if the governments have more variables to work with it will be easier for the fans to add governments they want that are actually different from the stock ones. Who doesn't want a Theocracy that gives bonuses to recruitment depending on the culture of your civ?
I know I want my own little Iran, and I sure would have more nukes than you could sheik a stick at :D
