Most comments here seem to be opposed to the ban, but the majority of the public are in favor of it, so the Congress is just representing them in passing this. I would prefer to let the airlines set their own rules and let the market work, but I'm giving a devil's advocate position to all the libertarian comments here.

If the law is "working" as it should, you know what you can and cannot do *before* you do it, and you are dissuaded from doing what you *know* you aren't supposed to do. This situation is nothing like that.

It's confusing that the high rat density areas are shown in green, since many of the areas happen to be parks and parks are normally green on maps. Plus, green usually means 'go' and is a pleasant color that makes me think "this is good".

I remember reading that creativity is greater when you are somewhat tired since thinking too clearly impedes creativity...you tend to wander off and free-associate when you're not as sharp, and that's the essence of creativity. I think it was suggested that evening is the creative time, but I could be remembering that wrong. It is after midnight here, after all.
