I think the definition is a little narrower than that. I.e. there is some music that is neither popular nor classical, e.g. jazz (of the John Coltrane or Miles Davis sort, not Kenny G)

Most comments here seem to be opposed to the ban, but the majority of the public are in favor of it, so the Congress is just representing them in passing this. It's confusing that the high rat density areas are shown in green, since many of the areas happen to be parks and parks are normally green on maps. Plus, green usually means 'go' and is a pleasant color that makes me think "this is good".

It's interesting you say that. I remember reading that creativity is greater when you are somewhat tired since thinking too clearly impedes creativity...you tend to wander off and free-associate when you're not as sharp, and that's the essence of creativity. I think it was suggested that evening is the creative time, but I could be remembering that wrong. It is after midnight here, after all.
