I had a similar problem. I recorded a message for my voice mail answer that went like this: " The number you have reached is for me, John Doe, not Joe Doe. Joe Doe does not live at this number. If you wish to reach Joe Doe this is the wrong number. Please do not call this number if you wish to reach Joe Doe. On the other hand, if you want to leave a message for me, John Doe, please record your message after the beep." I then just let calls from unrecognized numbers go to voice mail. It has drastically cut down on the robocalls I get.

"Customer service sucks with all cell phone carriers. I've tried them all and have stories for each." My experience differs sharply. I have had Verizon wireless service for years and every time I have had a need to contact their customer service I spoke to a real human that I could understand. I got my issues solved. AT&T on the other hand, jerked me around squarely. I detest them. YMMV

This is sad. Where I used to teach there was absolutely NO verification of income for the free lunch program. In fact, it was expressly forbidden to even question the qualification of any application, no matter how obviously egregious the situation. There were strong incentives for the school to qualify as many students as possible, linked to additional federal funding going directly to the school. Somehow I doubt this will be any better supervised.
