I suggest a differential search. It needs to show what is not on, for example, Google.co.uk but is visible on the Google.com site. People in anything from business or healthcare to news or politics will need whatever has been suppressed to be brought to their immediate attention.

I understand that the RC Church has what they call a "Devils Advocate" when discussing possible saints. Their job is to put forward a different opinion. The advantage(!) of having conservatives around is that some of them really believe what they say. This can/should lead to a better consideration of problems.

There have been several tools to search multiple search engines at once and aggregate the results.
How about a multiple search over different countries Googles and just show the differences?
That would immediately show specifically what someone wants to hide.
For instance, I could do a search on somneone in Spain and would immediately see what financial instabilities do not show up here.
Someone in China could look Chinese historical events and immediately have them pointed out.
I suspect that it depends on where you go. My family is from Orkney and I find it pretty well covered when I'm back.
As far as London and Edinburgh seem to feel, we are somewhere around the North pole and have a population of about 25. If its up here, it may be even better covered down south where (self) important people live...

What we are really good for in Orkney is wind, not particularly rain. They generally stop admitting to wind speeds over 90mph but that doesn't mean that speeds well over that are unusual.
