Alternatively, one could just realize that many government fees are not about proportionately recovering costs, but influencing certain behaviors that have a variety of costs and benefits elsewhere.
I don't like government trying to modify human behavior, other than to keep humans from harming other humans.

You definitely both hit the nail on the head and answered your own question. The last Dice article on Swift was one of the worst programming articles I've ever read. Thanks to you for mentioning that this is an another Dice article--I'll save myself a waste of time and NOT RTFA.

Eventually. But for now, he's right - Tesla is currently a niche company, only selling expensive vehicles. Most such brands like, say, Maserati, are just brands within a larger mainstream company - Maserati is just the mid-priced Fiat brand. Tesla though only sells the expensive cars, and so remains on the fringe for now.
If the Model 3 succeeds, this could all change. And while Tesla's stock price already assumes the Model 3 will be a resounding success and Tesla will become a mainstream company, it hasn't happened yet.
