It is called Origo and in addition to more common features like subversion repository, wiki pages, issue tracker and release system is also accessible through an API and already provides plugins for some common IDEs like Eclipse, Visual Studio and EiffelStudio. It's also interesting to note, that the platform itself is open source and build on a p2p based backend.

It's hosted by the Swiss Federal Institute of Technology in Zurich.
