Which should the reason NOT to use this approach after the USER outrage over eliminating the start menu. Seems to me that people wanted the Start menu and MS gained nothing by eliminating it.
Ummm, so where is my fee for "right of way" use? Utilities are running lines through my property and are *not* paying me for the access. So if they want to jack up fees for something as stupid as dwindling usage, then I should be able to charge them a fee for "right of way."

How is that the same argument? So having the government make sure that government issued visas meet their requirements is some how the government creating high wages, as opposed to the government creating lower wages.
