The way this is handled in Finland that each isp has one outgoing SMTP-relay server that you have to use, you can't send the mail directly out. You can receive all the mail you want but the outgoing pipe has restrictions to prevent open/miss-configured servers, works great. (I have my own mail server with such arrangement on a static IP)
If you are a ISP I would suggest a similar arrangement to prevent all your customers sending spam

New submitter M0j0_j0j0 writes "After receiving 2000 complaints regarding 'illegal file sharing' from ACAPOR regarding P2P networks, the Portuguese prosecutor refused to take the case into court on the premise that file sharing is not illegal in the territory if files are for personal and not commercial use. The court also stated that the complaints had, as sole evidence, the IP address of users, and that it is a wrong statement to assume an IP address is directly related to one individual. Read the FA :) The key isn't in the package, but is generated by characteristics of the intended target machine, you either need to brute-force it or find out what the target was.

CERN: Neutrinos Respect Cosmic Speed Limit 96
An anonymous reader writes with news of a presentation from CERN Research Director Sergio Bertolucci about follow-up experiments trying to repeat the faster-than-light neutrino results from last year. Quoting the press release:
"The four [experiments], Borexino, ICARUS, LVD and OPERA all measure a neutrino time of flight consistent with the speed of light. This is at odds with a measurement that the OPERA collaboration put up for scrutiny last September, indicating that the original OPERA measurement can be attributed to a faulty element of the experiment's fibre optic timing system. 'Although this result isn't as exciting as some would have liked,' said Bertolucci, 'it is what we all expected deep down. The story captured the public imagination, and has given people the opportunity to see the scientific method in action – an unexpected result was put up for scrutiny, thoroughly investigated and resolved in part thanks to collaboration between normally competing experiments. That's how science moves forward.'"

The machines seem to be the database back-ends, and most of the large scale commercial billing/accounting/whatever applications like SAP want to have a unix backend. The users were probably all using windows workstations and windows apps that just communicate with the back-ends.

The shutdown canceled hearings and suspended arrests for minor offenses and is expected to extend through Monday. The disruption affected many city departments, the Houston Emergency Center was briefly disconnected and police temporarily stopped making some arrests for minor offenses. The infection appears to be contained to 475 of the city's more than 16,000 computers, but officials are still investigating. Gray Hat Research, a technology security company, has been brought in on an emergency contract to eradicate the infection. In 2006, the City spent $10M to install a new computer system and bring the Courts online, but the system has been beset by multiple problems. After threatening litigation, the city reached a $5 million settlement with the original vendor, Maximus, and may seek another vendor."

Intel Develops Micro-Refrigerator To Cool Chips 94

The device uses a thermoelectric cooler made from nanostructured thin-film superlattice that can reduce the temperature by 55C when a current passes through it. In testing, it reduced the temperature on part of a chip by 15C without impairing its performance. The researchers say the component could be particularly useful for cooling hot spots that frequently occur on multi-core chips."
