Actually, I'd prefer not only to see it happen more often, but striving for higher, and better. Competitions, and most of all, kids involved.

Not in customs, no. The only things you might get charged for in customs is Kiddie Porn or explosives. As with weapons (including lasers) and food, customs recognise that what the Australian Government calls "Extreme Porn" is legal in other countries, and as long as you hand it over on the way in, it's all good.
The whole point of customs is to stop the stuff coming into the country - that's all. As long as you declare it and hand it over, that's as far as it goes.
Declaring to customs != bringing in. If you declare it, the customs officer checks it, takes what's illegal, and you continue on your way. If you don't declare it and the customs officer finds it, it's an $11,000 fine. If you don't declare it, get it through, and then get caught with it, it's up to $275,000 and 10 years jail, and possibly the $11,000 for not declaring it on top of that.
I don't get the whole "cats can't understand 2D" thing. Our cat would see birds on the TV, jump up on the cabinet and run behind the TV to get them. She had no issues with 2D image recognition.
I believe that Bruce McCandless is arguing that Dido is using his image to promote her album (like an endorsement). It would be like Pepsi taking a picture of Tom Cruise on the street and putting his picture in their advertisements.
I believe that the laws in the USA confer the right of the famous to control the use of their likeness in publicity for things that are not related to them or what they do, meaning that companies have to have a contract with the person before any endorsement or advertising can occur.
