The idea is Google Earth and / or a Google Map for the body, where you could rotate and navigate the human body in 3d, zoom in, but instead of stopping on the surface, the zoom should continue through the skin, so that you could look on all the diffrent layers, organs etc, read news, and have an open api and import format that would let people add data and layers to it, just like Google earth.

Its called using xsl in your browser. The xsl style sheet is stored in your browser cache. And all you download is your new content. The law was approved exactly 16 years after Los Angeles police officers beating Rodney King were filmed by amateur videographer George Holliday. From the article:

The broad drafting of the law so as to criminalize the activities of citizen journalists unrelated to the perpetrators of violent acts is no accident, but rather a deliberate decision by the authorities, said [Pascal Cohet, a spokesman for French online civil liberties group Odebi].
