My layman's legal understanding is that it is to some degree binding. They can withdraw it at any point, but anyone who acted on that promise can't then be held liable for having done so. IANAL, etc, consult one of your own if you really need to know.

I tried to read the article. But then I got to the end of a sentence, and there was an exclamation point! They should be reserved for truly remarkable things. If you have more than two in an article that size, you're devaluing them! I stopped counting at five! Just got annoying.

They're two large drugstore chains in the US. CVS has locations in almost every state (looks like about 5 or 6 don't have one).
