It's all because of greed. Universities have adopted corporate tactics to become and stay "more competitive in the marketplace" and that means shielding themselves from lawsuits and making themselves more appealing to donors.

Don't try to find ways to cut costs or save money by skirting around your contractual obligations. You contract says to destroy the hard drives. You MUST destroy them. You WILL lose your contract if you do not.
If you have a Security department, take you concern to them or your Contracts Manager for this contract. They will tell you the same thing...especially if it's a classified program.

It seems to me that very few things can truly be defined as "hardware" these days. Even our hardware has software or firmware embedded in it.
I think Intel saw the $$$s and wet themselves with the joy of renewed opportunity and threw the consumer out with the bath water. Or just sold their soul to the devil.
"Legit" apps sells your info just as well as the others. That's another plug of open source software.
