Copyright is not a right, it is a privilege.
Intellectual property is property. Tax it.
Rational copyright holders will willingly donate the property to pass irrevocably into the public domain when the tax burden exceeds expected future income.

And make the holders declare their ownership and pay the annual tax, lest they immediately lose the privilege irrevocably for non-payment.

Setting the tax rate might be difficult. Due to Hollywood accounting, probably it should be based on the first few year's gross.

Most US laws seem to be rushed attempts to earn donations/bribes.

If they lobbiests can't keep the cash flowing, the law should be replaced by one that pays more.

Who knows, some public spirited corporation might even finance a law that favored their customers.

And pigs might fly.

What is the value of the NSA?
They openly lie (badly) to Congress. Who would believe them in a closed briefing?
They can be penetrated by a random contractor. How many foreign agents are in there all the time, copying anything worth having and sending it home?
Are they supposed to be a disinformation channel?
That spin might just work, but how about reducing their budget to match?

Sending all NSA staff to Gitmo would probably remove most foreign agents from US soil. And show an equal respect for the constitution.

ISTR in the old days, watching TV sport with the sound OFF, and getting audio from a radio source. Moved to the UK, where there is public radio sports coverage, and get the video highlights later (free and no adverts, except for other BBC programs).

What is this advertising of which you complain? I think the last advert I heard was for cranberry shortcake (Bob and Ray).

Bit torrent?
Set up your very own very private tracker(s).
Create a torrent of the file trees to be duplicated and protected on the original host.
Leech it at all the redundant sites.
Wait for them all to complete the download and become seeds.
From time to time, but not all at the same time, force a recheck on each member of the swarm, to detect corruption
A failure should trigger a download to correct the corrupted block from the swarm.

You can probably get better advice on how to handle a growing archive.
I would probably try to add another torrent of the added files, then
wait for the swarm to download those files.
Then create a new torrent file that includes the old and the new in a single torrent and use that for the next forced recheck cycle.

You probably want to have a few scripts to automate the rechecks and updates.
