In Part 1 (http://blogs.cioinsight.com/knowitall/content001/the_ground_game_open_source_vs_closed.html) he looks at the grass-roots based Obama operation as "open source" while the McCain campaign is run like a closed source project. (The comparison is made by a Republican staffer who apparently doesn't think much of open source.)
