Who do you think can make a better actuarial judgment of the risk, NASA or an insurance company? The government is certainly large enough to be self insured, which is in the long run cheaper than paying an insurance company which intends to make a profit to assume the risk.

And, forcing the private launch service companies to take out insurance adds even more cost, by adding another level of administration to pass the money through.

No, it isn't, at least in the US. It's illegal to use transmit "messages encoded for the purpose of obscuring their meaning," but the meaning of a password exchange is not obscured when it's encrypted. The meaning is user authentication, not the actual text of a password.

...at the Federal level.

And that's the fundamental problem - the government which should have the most influence, and over which the electorate should have the most control, should start at the local level.

We're supposed to be the United States, but the Feds have used the supremacy clause to take over almost everything with real significance, ignoring the 9th and 10th Amendments, which are treated as an inconvenient speed bump.

IMHO, the biggest problem with the Constitution is that the Supremes should really be under the direct control of the States, instead of the Feds deciding what the Feds can do.
