Sure you can. "Officer, those aren't my drugs". Ever heard of someone being prosecuted for saying this? We would need a full-time "liar's court" to prosecute all the liars.
False reporting is a crime, as in completely falsifying a police report.
The FBI however has much more prosecution power in this regard. They typically throw this charge at someone they would like to indict but don't have anything else on them.
If by meaningful testing you mean "runs on my machine in ideal conditions" then yes, they do meaningful testing.
The professional sports model isn't always the best. Ever heard of the Chicago Cubs and their 100+ years of futility?
When did Obama ever attempt to work with Republicans on anything?
I am now dumber for having read that comment. Please get help.
If anything, Ferguson authorities were not nearly harsh enough in their response. How long did the riots go on, and how many innocent people lost property and/or were assaulted? How many business owners lost their livelihood? What should the police have done, just pulled out altogether? Actually yes, that is what they should have done. Let the animals have Ferguson; just keep them out of the surrounding areas.
Going for a cop's gun is not anyone's definition of surrendering.

Why do hipster designers insist on dumbing down the entire internet by removing useful features and replacing them with worthless JavaScript pages?
Yeah right. They are looking for only one answer, and if you want to stay married long you had better answer correctly.
Wall Street only wants aggressive growth. All growth is good, more growth is better. So what if it's not sustainable long-term?
Companies are pressured to cut costs to the bone in order to post double-digit profit growth every year. Capital expenditures are discouraged, since they take away from EPS. Enormous executive compensation is perfectly OK, as are share buybacks, but don't dare invest that money in R&D.
Once the company becomes unsustainable and that aggressive growth catches up to it, losses mount. Wall Street insiders saw this coming already and shorted the shares. The stock price takes a big dive, resulting in mass layoffs and resignations of anyone with talent. The now destroyed company is either taken private or massively restructured, often nearing bankruptcy.
That's how virtually all development was done circa 2004. Maximum complexity was encouraged "so we don't ever have to change anything".
Back in the 80s it was decided by the U.S. courts that the constitution does not matter when it comes to the War on Drugs. Any law enforcement action that would otherwise be unconstitutional is O.K. in the name of the War on Drugs. Sure, this isn't precisely what the rulings stated, but it's what was strongly implied. For example, the 4th amendment does not apply if you are pulled over in a motor vehicle.
Your remind me of those cowards spitting on soldiers returning from Vietnam. I bet you'd never have the balls to say any of this to an actual soldier.
