On the other hand, look what happened to Japan's carriers at the Battle of Midway.

At 10:22, American SBD Dauntless dive bombers approaching from the southwest and northeast struck the carriers Kaga, Soryu, and Akagi. In less than six minutes they reduced the Japanese ships to burning wrecks.

You and GP said the same thing. The government uses zoning to regulate how the land can be used. You might not agree with the government's decision to require or exclude certain uses, but that's a different topic.

I suppose it is difficult to RTFA, but they:

tore open discarded laptop battery packaging and extracted individual storage units called cells, tested those individually to pick out the good ones, and recombined them to form refurbished battery packs...IBM is not considering this as a business but says the technology could be offered free to poor countries.

The reason nobody has done this before is because someone has to pay for it.
