People using vim or emacs would have automated tools that build documentation listing the function prototypes, and would spend the 2 seconds to open up said document when working on a project, and will just keep it open

Productivity had little to nothing to do with IDE (as it is primarily a function of the developer's skills and the business culture surrounding the activity of development.)
