This seems to be a common thing for NASDAQ to halt trading. Can NASDAQ halt trading any time my stocks start doing poorly?
Probably only when that stock is worth billions of dollars and its decline could send the whole market into a tailspin.
The government already has access via hand-held battering rams and 14 tonne, wheeled wrecking-balls (AKA assault vehicles). Big money and brute force doesn't work on encryption, unless they turn it into rubber-hose decryption (Oblig. XKCD). But the three-letter agencies can't do that 200 times a day, so they want a cheap, simple solution that labels the common people as criminals without rights.
There are law about that though - a warrant is required for the police to enter my home. DHS is not going to get a warrant to snoop on me.

I would think that bullet proof will not bend. If it was able to bend a bullet would go through it.
I'm still not entirely clear what the Apple Watch is supposed to do for me, especially when it's still reliant on a cell phone to function.
The same can be said about everything that Apple makes; none of it is needed and there are better / cheaper alternatives.

The point of the article is not the Pentagon saying that they need more money to thwart future attacks. It is to let people know that attacks like this do occur and are being handled swiftly.

I think that the submitter used the wrong phrase. They probably mean "Starting down a slippery slope."
A hangglider instructor once told me the exact opposite. He experimented with 3d simulators and abandoned them because after the use of the simulator, the pupils took twice as long to learn how to fly as the pupils who never used the simulator.
That sounds suspicious as they are used extensively by the airline industry.
What does it matter to you?
Nothing until they are out for a joyride in their brand new sports car and they loose control due to carelessness and wreck my car / destroy my property / hit me while I am walking down the road.
