This isn't news, we have known for a long time that there are different isotope ratios from different sources. Weigh the trash, no, but it is relatively simple to charge per bag as we do here in switzerland. ca 2.50 USD a bag and all of a sudden recycling is all of a sudden not something that has to be forced. We simply put a sticker on the bag to show we have paid.
