I don't believe the problem here is with the aviation regulation regime, the hobby quadcopters (I hate the terminology drone because a drone can be anything remote controlled and we are actually talking about quad-,octo-copters here. Also, future quadcopters may not be remote controlled. So, talking about drones here is not really appropriate) aren't advanced enough yet to cope with any regulations that may be put in place and have the required safeguards.

What about first demonstrate the quadcopters can and may respect any regulation and it can be enforced? From this point, the aviation regulation body will be more open to not restrict the usage up to a point it is confined to specific and delimited geographic areas.

Why do you think this force should be soldiers? Still thinking about humanoid robots doing the same thing humans are doing? This is pretty silly.

An autonomous weapon to be effective need to use sensors, as soon as you can trick the sensors it is no more effective.

All sensors have weaknesses.

BTW, most military defeats have nothing to do with moral rebellion within the defeated troops.

Hard to remember for a human being doesn't mean it is hard to break for a computer program. The real problem is the limit on the number of characters a password can have on some sites. Limiting a password to 6 to 8 characters limits the entropy of a password, hence the requirements for special characters, non-repeating characters (in fact it reduces entropy by some security admins seems to think it is a good idea), numbers and so on.

Your problem isn't the capacity, you have more than enough. You just need to prioritize access to the network. I don't see why a file download or upload should be done in seconds, that's not a priority task in any way and it can be send in background without disturbing any live sreaming. You just don't use your network wisely. Getting more bandwith will not fix this, you will still congest the network, but for shorter period of time until you will want to download/upload larger and larger files, etc.

Not knowing the meaning and not knowing the vocabulary in a normal way, obviously give him an advantage. We can understand it this way, if you don't know the language, the word which will come to your mind will come to it only because the reminding process is initiated by the set of letters you have on your tray. On another hand, the native speaker of the language will be reminded words on another basis. Yes, the letters on the tray will have a role, however, he will naturally screen words and extract a subset of words he uses or is likely to use, which will probably will elimitate a lot of good candidates.
