Those are identical directed statements: "how much effort --(to)--> knowledge?" vs "how much knowledge --(from/with)-- effort?"

In the case of learning, "effort" is the independent variable since "knowledge acquired" depends on "effort" and not the other way around. By that model a steep learning curve is one where a little bit of effort gains you a lot of knowledge.
