We need to cap your internet usage and charge you usage fees as well as bandwidth fees because, oh god, it's so hard to make money in the telecommunication business we just can't seem to stop having enough money to buy each other out. By the way, we're going to increase your monthly flat rate bill a good 10% again this year because hey, those "Friends" reruns sure are getting expensive to er, broadcast.

Fantasy. Because the data will have to be stored somewhere, and there will be a doorway (physical or electronic) and a key. And whoever gets to hold the key gets to decide who gets to see what. This is called power, and it is human nature to abuse power. There are some things that are better left unbuilt, and the compendium of absolutely all the dirt on everyone ever is one of them.

Exactly. It's not the fact that you may or may not be watched right now, it's the fact that everything you do and say can and will be used against you in the future whenever it's convenient, politically or otherwise. I keep quoting this, maybe one day people will actually realize what it means: "If you give me six lines written by the hand of the most honest of men, I will find something in them which will hang him." --Richelieu

Bills have serial numbers. How hard do you think it is to have ATM's scan serial numbers on the bills they dispense so the machine/bank/gov't knows who they were given to, and have the bank scan in the deposits so they know who is receiving the bills? Not hard at all. I'm not saying it's actually being done - at least for smaller denominations, but implementation is trivial considering how everything is automated nowadays. Oh it wouldn't be a perfect system, there would still be a gap before a bill is put into or taken out of circulation, but this gap may be much less than one would assume.

I would like to complain that OP had to explain his concept to us in words. Why are we still using something as primitive as words - abstract collections of symbols depicting sound (of all things!)- to convey meaning. Surely in the tens of thousands of years or more that humans have had language, someone must have come up with a better way of transmitting information... oh, and fuck beta
