The flicker isn't a fuse problem. The problem is that transformers and line conditioning (capacitors) are powerful enough to handle the excess power needed to start a motor. The instantly needed power creates a flicker on other used appliances. An example is the a/c restarts to keep the house cool, the lights will flicker. Some people can see the flicker, some cannot.
