An anonymous reader writes: Thanks to some clean-energy tax incentives approved late this spring, California appears to be in the running again for Tesla's "Gigafactory". From the article: "The decision should have been made by now, and ground broken, according to the company's timeline, but is on hold, allowing California, which was not in the race initially — CEO Elon Musk has called California an improbable choice, citing regulations — to throw its hat in the ring. 'In terms of viability, California has progressed. Now it's a four-plus-one race,' said Simon Sproule, Tesla's vice president of global communication and marketing, referring to the four named finalists — Texas, Arizona, New Mexico and Nevada — for the prize. That's heartening. Having the Gigafactory would be a vindication of Gov. Jerry Brown's drive to make California the home of advanced manufacturing, of which Tesla's battery technology is a prime example. With its technology, 'Tesla may be in position to disrupt industries well beyond the realm of traditional auto manufacturing. It's not just cars,' a Morgan Stanley analyst told Quartz, an online business publication last year.

Contractors with NASA were in Forest City to talk about the new project and show off a model of the new spaceship. NASA has big plans to send humans to an asteroid by 2025. The mission, however, will not be possible without several important components that include yet-to-be-developed technologies, as well as the Space Launch System (SLS) and the Orion spacecraft to fly astronauts beyond low-Earth orbit. In fact, Orion's first flight test later this year will provide NASA with vital data that will be used to design future missions.

lpress writes: UCLA conducts an annual survey of first-time, full-time college freshman and this year they included questions about the use of online education sites like Coursera and The Khan Academy. It turns out that over 40 percent of the incoming freshmen were frequently or occasionally assigned to use an online instructional website during the past year and nearly 70 percent had used online sites on their own. Students enrolling in historically black colleges were much more likely than others to have used online teaching material. They also compile a "habits of mind" index, and conclude that "Students who chose to independently use online instructional websites are also more likely to exhibit behaviors and traits associated with academic success and lifelong learning." In May 2014, Cyrus Farivar reported on his efforts to learn what the feds know about me whenever I enter and exit the country. In particular, he wanted my Passenger Name Records (PNR), data created by airlines, hotels, and cruise ships whenever travel is booked.

But instead of providing what he had requested, the United States Customs and Border Protection (CBP) turned over only basic information about my travel going back to 1994. So he appealed—and without explanation, the government recently turned over the actual PNRs I had requested the first time.
The 76 new pages of data, covering 2005 through 2013, show that CBP retains massive amounts of data on us when we travel internationally. His own PNRs include not just every mailing address, e-mail, and phone number I've ever used; some of them also contain:

The IP address that I used to buy the ticket
His credit card number (in full)
The language he used
Notes on his phone calls to airlines, even for something as minor as a seat change
The breadth of long-term data retention illustrates yet another way that the federal government enforces its post-September 11 "collect it all" mentality.

rongten writes: I am managing a computer lab composed of various kind of Linux workstations, from small desktops to powerful workstations with plenty of ram and cores. The users' $HOME is NFS mounted, and they either access via console (no user switch allowed), ssh or x2go. In the past the powerful workstations were reseved to certain power users, but now even "regular" students may need to have access to high memory machines for some tasks.
I ask slashdort, is there a sort of resource management that would permit: to forbid a same user to log graphically more than once (like UserLock), to limit the amount of ssh sessions (i.e. no user using distcc and spamming the rest of the machines or even worse running in parallel), to give priority to the console user (i.e. automatically renicing remote users jobs and restricting their memory usage), to avoid swapping and waiting (i.e. all the users trying to log into the latest and greatest machine, so have a limited amount of logins proportional to the capacity of the machine).
The system being put in place uses Fedora 20, ldap PAM authentication, it is puppet managed, and NFS based. In the past I tried to achieve similar functionality via cron jobs, login scripts, ssh and nx management, queuing system.
But it is not an elegant solution and it is hacked a lot.
Since I think these requirements should be pretty standard for a computer lab, I am surprised to see that I cannot find something already written for it.
Does any of you know of a similar system, preferably opensource? A commercial solution could be acceptable as well.

Submission + - States That Raised Minimum Wage See No Slow-Down in Job Growth

An anonymous reader writes: The U.S. Department of Labor has released data that some proponents of raising minimum wage are touting as evidence that higher minimum wage promotes job growth. While the data doesn't actually establish cause and effect, it does "run counter to a Congressional Budget Office report in February that said raising the minimum wage to $10.10 an hour, as the White House supports, would cost 500,000 jobs." The data shows that the 13 states that raised their minimum wages in January added jobs at a faster rate than those that didn't. Other factors likely contributed to this outcome, but some economists are simply relieved that the higher wage factor didn't have a dramatically negative effect in general.

The problem with trying to apply science to something that may or may not exist beyond our physical realm is that it gets a little foggy as to how we could scientifically test it. A leading hypothesis to come from cosmic inflation theory and advanced theoretical studies — centering around the superstring hypothesis — is that of the "multiverse," an idea that scientists have had a hard time in testing. But now, scientists at the Perimeter Institute for Theoretical Physics, in Ontario, Canada, have, for the first time, created a computer model of colliding universes in the multiverse in an attempt to seek out observational evidence of its existence.

structural_biologist writes: Genes normally have a 50-50 chance of being passed from parent to offspring, but scientists may have figured out a way to create genes that show up in offspring with a much higher frequency. "One type of gene drive influences inheritance by copying itself onto chromosomes that previously lacked it. When an organism inherits such a gene drive from only one parent, it makes a cut in the chromosome from the other parent, forcing the cell to copy the inheritance-biasing gene drive—and any adjacent genes—when it repairs the damage." When introduced into the wild, organisms containing gene drives would breed with the population, quickly spreading the modified genes throughout the ecosystem. While the technology could help prevent the spread of malaria and manage invasive species, many scientists worry about the wide-ranging effects of such a technology and are calling for its regulation.

MojoKid writes: The ongoing battle between Netflix and ISPs that can't seem to handle the streaming video service's traffic boiled over to an infuriating level for Colin Nederkoon, a startup CEO who resides in New York City. Rather than accept excuses and finger pointing from either side, Nederkoon did a little investigating into why he was receiving such slow Netflix streams on his Verizon FiOS connection, and what he discovered is that there appears to be a clear culprit. Nederkoon pays for Internet service that promises 75Mbps downstream and 35Mbps upstream through his FiOS connection. However, his Netflix video streams were limping along at just 375kbps (0.375mbps), equivalent to 0.5 percent of the speed he's paying for. On a hunch, he decided to connect to a VPN service, which in theory should actually make things slower since it's adding extra hops. Speeds didn't get slower, they got much faster. After connecting to VyprVPN, his Netflix connection suddenly jumped to 3000kbps, the fastest the streaming service allows and around 10 times faster than when connecting directly with Verizon. Verizon may have a different explanation as to why Nederkoon's Netflix streams suddenly sped up, but in the meantime, it would appear that throttling shenanigans are taking place. It seems that by using a VPN, Verizon simply doesn't know which packets to throttle, hence the gross disparity in speed.

Google proposed using cap and trade penalties to penalize traditional polluters — how about for those who pollute the Internet?

Advocatus Diaboli writes: A federal appeals court upheld Thursday the child pornography conviction and accompanying 10-year prison term handed to a Nebraska man who superimposed the image of an underaged girl's face onto a picture of two adults having sex. The 8th US Circuit Court of Appeals rejected (PDF) claims from 28-year-old Jeffrey Anderson that his actions were protected by the First Amendment. Anderson sent the doctored image to his 11-year-old half-sister via Facebook, resulting in the charge of distributing child pornography. Anderson had superimposed the half sister's face onto the photo, the court said.

Snowden, still in Russia, will be appearing via video. The HOPE-X schedule calls this "A Conversation with Edward Snowden” but provides no further details about what Snowden will say. mdsolar writes: Both proponents and opponents of nuclear power expect the Environmental Protection Agency in coming months to relax its rules restricting radiation emissions from reactors and other nuclear facilities. EPA officials say they have no such intention, but they are willing to reconsider the method they use to limit public exposure—and the public’s level of risk.

At issue is a 1977 rule that limits the total whole-body radiation dose to any member of the public from the normal operation of the uranium fuel cycle—fuel processing, reactors, storage, reprocessing or disposal—to 0.25 millisieverts per year. (This rule, known as 40 CFR part 190, is different from other EPA regulations that restrict radionuclides in drinking water and that limit public exposure during emergencies. Those are also due for revision.)

“We have not made any decisions or determined any specifics on how to move forward with any of these issues. We do, however, believe the regulation uses outdated science, and we are thinking about how to bring the regulation more in line with current thinking,” said Brian Littleton, a chemical engineer with EPA’s Office of Radiation and Indoor Air.
